app-doc/elisp-manual-21.2.8-r1 is in the tree since April, no bugs reported.
Thanks in advance for stabilising it.

Not much to test here, "info elisp" should give you the manual.

Works here on amd64. Never really tested a manual before, but everything seems
to be there.
