According to gentoo guidelines, 30 days have to pass for an ebuild to become
stable.  The ebuild for 

dev-util/ctags-5.5.4-r3.ebuild

has been in the trunk since

feb 28 2007

I've been using this app for some time with no problems at all. Thus, I'm
requesting the stabilization..

Please note that if you stabilise app-admin/eselect-ctags (which is in DEPEND)
then >=eselect-emacs-1.3-r1 must be stabilised at the same time, otherwise
users will get unresolvable blockers.

x86 already stable, ccing all other arches, Emacs is out of here...

mips, you have to do bug 202947 before...at best a direct stable bump.
