Smartcard support in openswan is disabled, even when the smartcard USE flag is
set.

Fixes a compile error when smartcard support is enabled.

Fixed in 2.4.8 without revision bumping.

Thanks, it is nice to work with knowledgeable people, but you did a mistake.
opensc dependency should had been set in COMMON_DEPEND, since it is both
compile and runtime dependency.
