blas-goto-1.15 has been released, bump request

Thanks for letting us know!

Unfortunately, it looks like we need to rework the ebuild
some since already blas-goto-1.14 ignores the
user's CFLAGS (some of the sed targets in Makefile.rule
must have changed on the way).
Furthermore, several of 1.15's tests fail badly on my 
P4 due to segmentation faults.

I've bumped blas-goto to version 1.16.

Unfortunately, there are still a bunch of failing
tests.
