The following applications link against libartsc if it is installed, even when they are built without the arts USE flag.

This means that they are destabilised by uninstalling arts, even though the operator expressly requested that they not use arts.

Reproducible: Always

Steps to Reproduce:
1. emerge --oneshot arts
2. USE=-arts emerge --oneshot \
   =kde-base/kdemultimedia-kioslaves-3.5.6 \
   =kde-base/kscd-3.5.6 \
   =media-plugins/kipi-plugins-0.1.3 \
   =kde-base/kaudiocreator-3.5.6
3. emerge --unmerge arts
4. revdep-rebuild -i -pv
Actual Results:  
revdep-rebuild shows the following applications must be rebuilt because the link against at least libartsc:

=kde-base/kdemultimedia-kioslaves-3.5.6
=kde-base/kscd-3.5.6
=media-plugins/kipi-plugins-0.1.3
=kde-base/kaudiocreator-3.5.6

Expected Results:  
revdep-rebuild should not find broken linkage in these packages, because they should not have linked against any arts libraries.

You are right.  If you are able to come up with some patches for the ebuilds to fix the issue that will go a long way in helping us solve this.

I've tested the above patches and I was able to build these packages with no support for arts, with USE="-arts" even when arts was installed on the system.
However, I don't have a system with arts here to test if this still works with USE="arts". I'm convinced it does, but I would appreciate some testing.
