Bug 169680 – sys-apps/irqbalance-0.55 - reference to nonexistant manpage

irqbalance doesn't install a man page.  However, /etc/conf.d/irqbalance references a man page.

Reproducible: Always

Steps to Reproduce:
1. emerge irqbalance
2. man irqbalance
Actual Results:  
No manual entry for irqbalance

Expected Results:  
Show a man page.

There's no manpage in the tarball, pretty hard to install one. :)

upstream svn has a manpage, i sniped that for 0.55-r1
