Due to package unavailablity and the ability not to be able to generate manifests, when I did a cleanup of old ebuilds of dev-lang/ifc, I removed the latest stable x86 version (which was many years old).

Thus, the latest version in portage can be restabled at your convenience (current 9.1.040).
