dev-ruby/gruff should depend on >=dev-ruby/hoe-1.1.2, otherwise installation
fails with:

ERROR:  While executing gem ... (RuntimeError)
    Error instaling /usr/portage/distfiles/gruff-0.2.8:
        gruff requires hoe >= 1.1.2

Reproducible: Always

Steps to Reproduce:
1. emerge dev-ruby/gruff
