The files...

...and...
       ftp://elsie.nci.nih.gov/pub/tzdata2007b.tar.gz
...are now available. Tzcode2007b.tar.gz reflects Paul Eggert's proposed
change to the quotation handling logic in zic.c.
Tzdata2007b.tar.gz includes changes to the commentary in "leapseconds"
reflecting the IERS announcement that there is to be no positive leap
second at the end of June 2007.
