Freeciv 2.0.9 was just released; as this is a minor bugfix-only release,
updating the ebuild is trivial.

2 changes from 2.0.8-r2:
- Reset KEYWORDS to ~arch (maybe not necessary since changes are only
bugfixes?)
- Remove patch for bug #141563 which is (supposedly) included in the 2.0.9
code.
