rss_glx can be bumped to version 0.7.3

Additionally, rss_glx will use media-libs/openal if it is installed, but it
doesn't depend on it.  I'm running into quite a few programs like this.  Seeing
as how we have an opengl USE flag, should we have an openal one also?  Or maybe
we need to start thinking of a debian-like "RECOMMENDS" field.  Something along
the lines of "emerge foo", then emerge says "foo recommends sys-libs/bar, do you
want to install this first? [Y/n]"
