I'm attaching a new ebuild for dev-db/oracle-instantclient-sqlplus-10.2.0.3 on
the amd64 arch.  This is a version bump, and the new ebuild also includes an
update to point to the correct homepage and download URLs for both x86 and
amd64 architectures.

Reproducible: Always

Steps to Reproduce:
try to emerge (and fetch) dev-db/oracle-instantclient-sqlplus-10.2.0.3 on the
amd64 arch.
Actual Results:  
points to wrong download URL, and old version of the package (10.2.0.2...which 
is the only version currently available in the tree) no longer available
(hence, the version bump).

Expected Results:  
points to the correct download URL.
