It is a dupe of bug 139544. The old file size (stored at Manifest file) has 21618415 bytes. The new one has 21607720 bytes. Since the new one is smaller, portage think the file has not been completely downloaded. Someone please fix the digest/manifest (again).
I think you shouldn't just redigest the package, but also rename ebuild to indicate it's new beta version or build. Now users have a version/build depending on when they installed it, all under the same $PV. When it's a major change, there's also info about what's new - http://earth.google.com/earth4-beta6.html And yeah, google should version the distfiles too.
