The package nfs-utils is for setting up nfs server. As /sbin is supposted to 
only contain files that are needed for staring the server, not all its 
services those files should be in /usr/sbin.

Changes: 
 - move binaries from /sbin to /usr/sbin
 - change the files/nfs file to contain the new paths (actually this one should
be renamed to something like nfs-1 to be able to both old and new ebuilds)
 - use rpc.rquotad from quota package (see bug 13838)

Thanks, this is fixed (and marked stable) in nfs-utils-1.0.1-r1
