The flac-1.1.3 build dies when running autoconf if gettext is not installed.

Installing gettext-0.15 resolved this issue for me.  Please add gettext as a
dependency.

I'll be happy to provide emerge --info or any other dumps requested, but I'll
leave them out for now since it doesn't seem necessary.
