I was unable to emerge gnome-power-manager-2.16.2 until emerging
=docbook-sgml-dtd-4.1*

Having a careful look at g-p-m's sources, there was some work required to make
the various forms of documentation work: the regular GNOME help under the
'help' directory, additional documentation under 'docs' and the man pages under
'man'.

All of those come in different versions of the DocBook format (both XML and
SGML) and required some adjustments in the ebuild. I just committed a fix for
all of these. Please re-sync your tree in a couple of hours and test. Re-open
if the problem persists (attaching a full emerge log).
