emerge net-misc/ntp-4.1.1b-r4 says:

 * Please run etc-update and then read
 * all the comments in /etc/ntp.conf and
 * /etc/conf.d/ntpd

This is misleading because /etc/ntp.conf is not installed by the ebuild. There
is an ntp.conf installed but it is located at /usr/share/ntp/ntp.conf.
