Bug 154535 – Add jbig and rle use flags to media-libs/netpbm

A couple more use flags to make the rest of the dependencies optional. Tested that with these use flags of the programs using these do not get installed so vapier should not fear that internal copies are used. One thing that we should probably test is if some of the programs depending on netpbm need the programs that are now only installed with the use flags on.
