When using a Dutch locale, zic and zdump keep giving their messages in English.  This is easily fixed by adding the following line to src_compile() function of the timezone-data ebuilds:

  append-flags -DHAVE_GETTEXT=1 -DTZ_DOMAIN=\\\"libc\\\"

With this change, zic and zdump give their messages in the local language; except for 'zic --help', as it differs by a few characters from the one in glibc, and three or four other rare messages.
