Bugzilla Bug 153506

Among other things, it fixes bug #143020. There is an unconfirmed compilation
problem on ppc64 (see bug #149014) so we'll wait a bit on this arch, I think.
It seems to be ready for other archs.

@Markus: arf, you're right, I had totally forgotten this. It's actually
building tk bindings and doesn't have any relationship with tcl, so I'll
probably just modify the USE without bumping or changing keywords, assuming
it's ok with AT.
