There is no kde menu entry for xemacs. I'm using app-editors/xemacs-21.4.19

This is a duplicate of bug 97786. In that bug a .desktop file is included
(along with an updated ebuild to install it).

Note that I only have tested this .desktop file with Gnome as I'm not a KDE
user. Confirmation of it working on KDE would be appreciated.

xemacs-21.4.19-r1 now installs a .desktop entry and an associated icon.
