x11-libs/gtk+-2 has dev-util/pkgconfig listed in its DEPEND. There must be something wrong with your setup.

Or emerge gtk+, run emerge --depclean, emerge anything using pkg-config - unless explicitly in DEPEND it will fail.
I've added dev-util/pkgconfig to DEPEND.
