as per kde wiki ( http://wiki.kde.org/tiki-index.php?page=Kopete+Jabber+Jingle )
jingle requires some more dependencies:

net-libs/ortp =0.7.1 
dev-libs/expat
dev-libs/glib >=2.0 (already in for msn webcam)
media-libs/speex >=1.1.6
dev-libs/ilbc-rfc3951 (optionally)

still, even with those emerged, jingle refuses to build, arguing after configure that either jingle support has been disabled, or that a dependency is missing. jingle build was working with ebuild 0.12.2.

Thanks for reporting, seems like I got some rejects when I patched the ebuild, fixed now.
