the cvs package should add a cvs (cvspserverd) file in the /etc/xinetd.d directory like do vsftpd or netkit-telnetd

I don't think the cvs user and cvs group exist. They need to be created. Also, I think the user should to be root to allow for multiuser access. I found another link (official documentation) for setting xinet: http://www.cvshome.org/docs/manual/cvs_2.html#SEC30
cvs users do exist in default passwd/group ... that is a sep bug that needs to be filed for the cvs ebuild ... as for setting the user to 'root', well thats a decision to be made by the administrator ...
