So what? It downloads just fine from Gentoo mirrors.

Perhaps I need to double check my mirrors then, because after trying multiple
mirrors it failed out.  I manually went to the URI of each site emerge tried
downloading from and confirmed that the file requested did indeed not exist
there.

wtf is this "maintainer-needed@gentoo.org" ?  metadata clearly says base-system
