Bugzilla Bug 143472

This is a new ebuild for the Circe IRC client for emacs. It's a good
alternative for people which dislike ERC because of its complexity (and
sometimes buggyness) and rcirc because it's missing many features.

It's actively maintained, but there are no plans to release "stable" versions,
just CVS access.

I'll attach the ebuild and the sitefile below.

Thanks for the ebuild.  I've added it to portage.  I disabled generation of the
info docs though because they come with a broken dir section (and patching
things from CVS is counter productive).

That's fixed upstream, now. Please reenable installation
of the info file.
