when logrotate runs and tries to restart syslog-ng, syslog-ng seems to end
up in a bad state.  ie. syslog-ng is running, but it isn't listed in
/mnt/.init.d/started/ or syslog-ng is running, but it's not putting messages
into the log files.

agriffis has a fix for this.
