Suggestions:

a) /usr/share/doc/${P} -> /usr/share/doc/${PF}
   also consider sed || die

b) consider killing app-crypt/keylookup because signing-tools provide the
latest version

c)
|    iconv? ( dev-perl/Text-Iconv )
|    recode? ( app-text/recode )

This doesn't match the source. See myrecode in gpgsigs.
     || ( dev-perl/libintl-perl dev-perl/Text-Iconv app-text/recode )
seems to fit but I haven't tried libintl-perl.

d) Not every tool is GPL-2'ed.

e) Where is virtual/mail used? I could not find it :/
