Bugzilla Bug 141318

Balsa 2.8.13 is out, and fixes some old bugs which stop compilation on ~ARCH
(see bug 137922).  A simple rename of the 2.8.3 ebuild to 2.8.13 emerges
correctly and runs with no issues.
