APR and APR-Util are version bumps that are needed by the latest Apache 2.0.58.

Apache 2.0.58 brings with it the solving of one of the most-hated issues with
Apache in Gentoo - the document root being overwritten. I have had no bug
reports on the new method, and it seems to be working well.

Please stabilize these packages:
dev-libs/apr-0.9.12
dev-libs/apr-util-0.9.12
net-www/apache-2.0.58

Stable on amd64. I think the new not overwriting the existing htdocs root
method is a massive improvement personally :) This version has been working on
my hardened amd64 server for quite some time now without any issues.

alpha is already stable, mips is the only one left.
