please add libpcap as RDEPEND for all arpwatch ebuilds, since it's a
dynamically linked library needed by your application. [1]
 when installing from binary packages (think catalyst or an enterprise setup),
only RDEPEND is checked and that one is missing in your case. [2]

Possible fix.

Here this is really a problem. Thank you for report Peter!

I've attached patch how this can be fixed. net-analyzer/arpwatch is a happy
package with the maintainer ;) Let's wait for his opinion. :)
