Bugzilla Bug 135760

app-arch/rpm-4.4.1.ebuild does not depend on net-misc/neon, but if neon isn't
installed the compilation of rpm fails with:

rpmdav.c:17:27: neon/ne_props.h: No such file or directory
rpmdav.c:18:29: neon/ne_request.h: No such file or directory
rpmdav.c:19:28: neon/ne_socket.h: No such file or directory
rpmdav.c:20:28: neon/ne_string.h: No such file or directory
rpmdav.c:21:27: neon/ne_utils.h: No such file or directory

After installing neon, rpm compiles successfully.
