The files... ftp://elsie.nci.nih.gov/pub/tzcode2006g.tar.gz ...and... ftp://elsie.nci.nih.gov/pub/tzdata2006g.tar.gz ...are now available; these reflect the northamerica changes circulated last week on the time zone mailing list by Paul Eggert.

I have been trying to update this package since it was released and I keep getting the same error. I have also tried to sync portage a couple of times as well thinking that there was an error that got fixed in the ebuild but have not found that to be the case. It is much more up to date and it's working (I have it installed in several desktops and servers right now). Just include the following line in /etc/portage/package.keywords: =sys-libs/timezone-data-2006n ~x86
