The full documentation has greatly changed in this release; it must now be
built from source and requires both tetex and latex2html. The basic
documentation also needs to be picked up from the top_srcdir. Also, the
symbolic link from "/etc/apcupsd/powerout" to "/etc/apcupsd/onbattery" appears
to be spurious now (apccontrol lists them as distinct events), and has been
causing duplicate notification e-mails for me since 3.10.*.

I noticed these issues while preparing a webapp-enabled ebuild for bug 130714,
and I've fixed all of them in the ebuild I'm about to post there.
