procps-3.2.6.ebuild should create a /lib/libproc.so -> /lib/libproc-3.2.6.so symlink. But there's none: 
# ls -al /lib/libproc*
-r-xr-xr-x 1 root root 48884 May  3 10:52 /lib/libproc-3.2.6.so
