There is an 'aspell-be' ebuild with support of two Belarusian spellings
(official and classic) out-of-box.
New USE flag: classic="Support classic spelling by default"

I modified the ebuild a little to be more simple by using the aspell eclass. 

It's in the tree now.

Anyway, "classic" is not in IUSE. But it's very important. There are two
spellings of Belarusian. Description of "classic" USE may be:
"Make classic-spelling (Tarashkevich's) dictionary the system default"
