Hi,

pdftk doesn't look at the supplied user_pw if the document has an owner_pw set.
Attached trivial patches remove this limitation. Because some pdf authors might
consider the original behavior as the right one

consider the original behavior as the right one¹ - the pdftk patch depends on
the nodrm use flag.

thanks, fixed. I did not rev bump for this one as it does get enabled only with
a non-default use flag and is a rather minor change that does affect probably
not anyone else ..
