description says it all.

Current stable ebuilds do not recognize that the package has installed the DTD
on the users HD when attempting to do XML validation. Instead it attempts to
start a plain wget during emerge to fetch the DTD, which fails for users behind
a proxy or without internet connection, which results in random packages like
HAL to fail to build.

These ebuilds fix the paths issue and we need to stablize them and sweep the
old ones away.
