this one is tricky so beware !

gcc-config-1.3.13-r1 adds back in support for copying of internal gcc libs to
/lib so that systems which link against them are able to boot with a sep /usr
partition

in the past we saw random crashes (Bug 60190), but turns out that this was due
to the code using `cp` instead of `mv` to replace libraries that were in-use
