In this bug report http://bugs.gentoo.org/show_bug.cgi?id=124631#c4 lynx is
needed  for the html->text conversion, then the question is : shouldn't lynx be
a dep from app-text/docbook-sgml-utils ? (looks weird to me, but if it's needed
...).

According to the changelog docbook-sgml-utils should be able to handle any one
of the following www-clients: links, lynx and w3m.
So I have added
|| ( www-client/lynx www-client/links virtual/w3m )
to depend.
If your bug explicitly requires lynx then please reopen this bug.

"Nowadays", there's the following in the ebuild:

         || ( www-client/lynx www-client/elinks virtual/w3m )

Does links not work? Does it have to be elinks?

Yes, it seems that the HTML -> txt conversion doesn't work with links:
