When you switch to "away" mode in licq, it pops up a dialog asking for the "away
message". When you attempt to dismiss this dialog, it does not go close, and
licq's CPU usage goes to 100%. This happens when using qt 3.1 (but not 3.0.5).

I am not sure if it is a bug with licq or with qt, but Thomas Reitelbach has
provided a patch to workaround this problem here:

Forgot to mention my licq build is version 1.2.0a-r1, although this probably
affects all versions.

I've added the patch and modified the ebuild for 1.2.0a-r1 to use it. Works for
me.
