Working ebuild

Attaching a working ebuild.  Not quite suitable for checking into the portage
tree, as some notice to users informing them of the change of configfile
location is needed, but it's a start.

(Boo to vapier for committing the original ebuild that doesn't even come close
to working)

If a dev wants to check the validity of the submitted ebuild -- just compare it
to the projects/rpm_install file in the tarball. It's pretty straightforward.

This one is sooo suitable for an announcement -- glep 42 style :)
