hmm, neither gdb nor emacs should install this info file

i'll fix gdb

fixed gdb-6.3-r3 and all binutils to no longer install those info pages

I have fixed this in my xemacs overlay (which hopefully will end up in portage
at some point).

app-editors/xemacs-21.4.19-r1 no longer installs this file.
