Daniel,
We don't use RESTRICT=test in ebuilds at the moment. See bug #69343 and a couple
of e-mails sent to gnome@gentoo.org by AllanonJL and foser for the rationale.
Moreover, the proposed patch tries to do the right thing, instead of using RESTRICT.
