Well, now it compiles well, whether the 'nls' USE flag is activated or not.

There was some changes to the control-center-1.4.0.5-r1 ebuild, on September the
24th... "make package multilib-strict aware"... Maybe this or some other changes
made it work... (I don't know why the ebuild revision version was not bumped...
:/ It's been more than three years this revision was created and there has been
quite a few corrections already... Is this from some Gentoo ebuild policy?)

Here is my new emerge info, if others still have the problem (having emerge sync
past the 24th):

Seems like it's linked to the LINGUAS defined, as it works when not defined...

Yes!

Confirmed - unset LINGUAS in /etc/make.conf and control-center does build
correctly, even with "NLS" set.

Strange... I've seen no other build with this problem...

i ran into this problem tonight, and committed a new(fixed) build:
control-center-1.4.0.5-r2.ebuild

Could you guys please test w/o doing the hack of unsetting LINGUAS?

Yep, -r2 works just fine even with LINGUAS="en_GB"
